Tom Small

Tom Fiebiger has spent more than 30 years advocating for employees, workers, and individuals whose rights have been violated. His practice focuses on employment law and civil rights litigation, where he has represented clients in matters involving discrimination, retaliation, whistleblower claims, constitutional violations, and other workplace disputes throughout Minnesota and North Dakota.

Tom understands the courage it takes for individuals to come forward when they have been treated unfairly. He approaches every case with thoughtful advocacy, careful listening, and a commitment to helping clients make informed decisions about how best to move forward.

Over the course of his career, Tom has litigated cases against private employers, public institutions, colleges and universities, and state and federal government entities. His experience includes matters involving sexual harassment, pregnancy discrimination, disability discrimination, Equal Pay Act claims, housing discrimination, retaliation, and constitutional and civil rights violations.

Tom also has extensive experience in civil rights litigation. In 2014, serving as local counsel in North Dakota, he helped same-sex couples successfully challenge the state’s unconstitutional prohibition on marriage equality.

In addition to his legal practice, Tom served in the North Dakota State Senate from 2006 to 2010. During his time in office, he sponsored legislation to amend the North Dakota Human Rights Act to include protections based on sexual orientation and worked with a broad coalition to build support for its passage in the Senate.

Tom earned his law degree from the University of North Dakota School of Law and his undergraduate degree from St. Olaf College.
