Jim Small

James B. Hovland brings more than four decades of legal, business, and public leadership experience to the firm. His practice includes real estate development, business advising, transportation matters, public policy, and complex problem-solving for businesses, organizations, and community stakeholders throughout the region.

Jim is known for his practical judgment, collaborative approach, and deep understanding of both legal and public-sector issues. Clients value his ability to navigate complex matters thoughtfully and develop creative, effective solutions tailored to their goals.

In addition to his legal practice, Jim has served extensively in public leadership roles. A six-term Mayor of Edina, he currently serves as Chair of the Municipal Legislative Commission, Co-Chair of the Regional Council of Mayors, and Chair of the Transportation Advisory Board to the Metropolitan Council. His decades of civic involvement have given him unique experience working at the intersection of law, business, development, and government.

Jim has also served as President of the Edina Community Foundation and remains active in numerous civic and community organizations, including the Edina Morningside Rotary Club and the Edina Chamber of Commerce. His public service and leadership have earned him the Rotary “Service Above Self” Distinguished Service Award and the Edina Chamber of Commerce “Business Person of the Year” Award.

Jim earned his undergraduate degree from the University of North Dakota and his law degree from the University of Colorado. He is admitted to practice in both Minnesota and North Dakota and holds an AV Preeminent rating from Martindale-Hubbell, reflecting the highest level of peer recognition for professional excellence and ethical standards.

Jim and his wife live in Edina, Minnesota.
